What is the law 104?
Act Feb. 5, 1992, No 104
"Framework Law for the assistance, social integration and rights of disabled people." (Published in OJ 17 February 1992, n. 39, SO)
Purpose:
a) provides full respect for human dignity and rights of freedom and autonomy of disabled persons and promote their full integration into family, school, work and in society, b) prevents and removes the disabling conditions that prevent the development of the human person, to achieve maximum possible independence and participation of disabled persons in community life and the realization of civil, political and property c) pursues the functional and social recovery of the person affected by physical, mental and sensory and provides services and benefits for the prevention, treatment and rehabilitation of disabilities, as well as legal protection and economic the disabled person; d) develop interventions to overcome states of marginalization and social exclusion of disabled persons.
Entitled. - 1. E 'handicapped person who has a physical disability, mental or sensory impairment, stable or progressive, which causes learning difficulties, relationship or work integration and results in a process of social disadvantage or emarginazione.2. The disabled person is entitled to the benefits determined in his favor in relation to the nature and consistency of disability, to the overall effectiveness of individual therapies and the residual riabilitative.3. If the handicap, single or multiple, reduced personal autonomy, age-related, so it requires an assistance permanent, continuous and comprehensive in scope or in the individual reports, the situation takes a serious connotation. The current situations of gravity determine priorities in programs and interventions in public services.
My opinion:
This law, which provides many benefits and economic welfare is very useful and important to all those who have crippling disabilities and interfering with daily life, enabling them to access health seeker free rehabilitation centers affiliated with the NHS under rehabilitation (Article 11).
However, for those with by a milder voice disorder, for which there is no recognized disability (dyslalia, functional dysphonia) but who need rehabilitation, it precludes the possibility of free medical care and the need to turn to private hospitals. This choice this time is also performed to avoid the long bureaucratic procedure which it provides and the label is not always appreciated (for obvious cultural reasons of lack of information) of "handicapped" in their social status or that of his son. arrangement is provided basic medical art. 44 (lasting 20-30 minutes per session) to do speech therapy at the convention center by paying a ticket, however, Many centers do not have such as low paid by the NHS.
